Modern Technology Solutions Inc. is seeking a Senior Learning & Development Specialist. This position is responsible for designing, developing, and delivering training programs that enhance employee skills and performance. This role is also responsible for systems administration of the internal talent management system (TMS). Additionally, this role manages all Learning & Development (L&D) department reporting and analytics, including the development and maintenance of visual tools to display data. This position plays a key role in supporting the organization's people and culture initiatives by fostering a culture of continuous learning.

Responsibilities and duties may include, but are not limited to:
Learning Responsibilities
· Develop training content and design learning courses with other team members. Content may include (but not limited to) skill-based and/or discipline-specific learning in compliance, workplace standards, technical, leadership, soft/professional, and self-management
· Develop, maintain, and deliver annual compliance training, as well as state-specific required training applicable to MTSI
· Analyze training needs to develop new training programs, as well as modify and improve existing programs
· Use tools and software to develop and maintain learning courses and programs
· Manage learning data analytics; create and maintain reports and dashboards, proactively use data to identify business needs and evaluate/propose solutions, and present findings
· Perform routine maintenance to manage older and irrelevant learning, channels, pathways, journeys, templates, development plans, etc. within the learning systems
· Create and maintain a learning catalog
· May select and/or oversee vendors to support the development of course development, develop training content, conduct training, etc.
Systems Administration Responsibilities
· Maintain the company-wide system administration for MTSI's third-party talent management systems (TMS); act as an escalation point for TMS-related issues
· Maintain TMS systems data elements, including learning content (e.g., e-Learning, ILT, etc.), as well as performance and career development tools
· Participate in TMS test design, system testing, system implementation and support of the end user for adoption purposes and ease of use
· Perform quality assurance checks on learning content, test content for proper functionality, and perform updates/corrections on e-Learning courses to resolve problems
· Perform routine maintenance processes to manage TMS accuracy and functionality
· Partner with third-party vendors to remain current on system specifications and releases and communicate updates and changes to impacted stakeholders

· Support other L&D department programs and initiatives, including tasks related to the performance management cycle and career development

· Provide leadership to ensure the business/functional products are completed in accordance with the customer (internal or external) requirements and coordinate the activities of other professionals/analysts assigned to support the project/program/initiative

· Act as a resource for colleagues with less experience, including formal and informal mentoring
· Accountable for the quality and timely delivery of all agreed-upon deliverables. Ensure that task-related products are consistent in format and content with the overall required deliverables.

· Lead or participate in an internal MTSI committee or group (OCI, Charity, ESOP, etc.)
Required Skills:
· Ability to connect learning initiatives with business strategy
· Learning Management System (LMS) and talent system administration
· Strong understanding of instructional design and adult learning theory
· E-learning authoring tools (i.e., Articulate 360)
· Learning and skills analytics and metrics, as well as reporting and dashboard creation (Power BI, Smartsheet, etc.)
· Proficiency in Microsoft Office Suite
· Excellent written and verbal communication, as well as presentation skills
· Consulting and advisory skills
· Strong analytical and problem-solving abilities
· Change management and dealing with ambiguity
· Attention to detail and accuracy

Qualifications and Education Requirements:
· Bachelor’s degree in human resources, Education, Instructional Design, or related field and 5-8 years of experience in training, instructional design, learning systems, training delivery, and similar fields; or Master’s degree in related fields and 6-12 years of related experience
· 3+ years of hands-on systems administration and troubleshooting Cornerstone OnDemand product experience with the LMS, LXP, Performance, and Talent Marketplace
· 3+ years of experience developing, designing, and delivering various training programs (e-learning, ILT, VILT, blended) with experience using training-related software (i.e., Articulate 360, HeyGen, Adobe Premiere Pro, etc.)
· Experience using software to leverage data to develop dashboards and analytics, as well as other useful tools to support L&D operational efficiency.

Travel may be required on an as-needed basis.
