Overview
Modern Technology Solutions, Inc. (MTSI) is seeking a highly experienced Project Manager to lead acquisition management activities supporting government programs. This role involves managing contracting, legal, policy, and regulatory development, review, and compliance in highly regulated environments. The position supports U.S. Department of Defense (DoD) programs and requires interaction with multi-disciplinary teams to ensure effective program execution and regulatory compliance. Work will be performed in secure government environments supporting mission-critical programs.
Responsibilities
As a Project Manager, you will oversee acquisition management activities, ensuring programs comply with applicable legal, policy, and regulatory requirements. You will coordinate with government stakeholders, contractors, and internal teams to drive project planning, execution, and performance monitoring. The role requires managing high-impact projects, resolving complex issues, and providing guidance on acquisition and program management best practices.
Roles and Responsibilities
- Lead and manage acquisition management activities related to contracting, legal, policy, and regulatory development and compliance.
- Ensure all program activities meet federal, DoD, and organizational policy and regulatory requirements.
- Coordinate with government stakeholders, contractors, and internal teams to align project objectives and performance metrics.
- Monitor project performance, identify risks, and provide recommendations to senior leadership.
- Prepare and deliver project reports, briefings, and decision-support materials.
- Support program governance activities, including review boards, milestone assessments, and compliance audits.
- Mentor and provide guidance to junior project staff on acquisition management practices and regulatory requirements.
Qualifications
- Highly experienced in acquisition management activities, including contracting, legal, policy, and regulatory development, review, and compliance.
- At least six years of experience supporting the Department of Defense in a program management, acquisition, or compliance capacity.
- Strong leadership and coordination skills, capable of managing multi-disciplinary teams and complex projects.
- Excellent written and verbal communication skills, capable of briefing senior government officials and stakeholders.
- PMP certification preferred.
Desired Requirements
- Experience working in DoD, federally funded research and development centers, or profit/non-profit government support/development contractor environments.
- Knowledge of DoD acquisition regulations, policies, and governance processes.
- Familiarity with program management tools, contract management systems, and compliance tracking frameworks.
Education Requirements
- MA/MS degree preferred.
- Tradeoff: A Bachelor’s degree is acceptable with 12+ years of relevant experience in similar programs or positions.
- The Materiel Leader may waive the MA/MS requirement based on experience and mission needs.
- Degree should be in engineering, business, acquisition, or a related technical field from an accredited institution.
Clearance Requirements
- Active TOP SECRET clearance with SCI eligibility required.
- Must be willing to work in SAP environments as needed.
- Must maintain TS/SCI eligibility and be willing to undergo a Counterintelligence polygraph.
- U.S. Citizenship is required.
Location/Travel Requirements
- Full-time on-site support within secure government facilities (SAPF/SCIF).
- Approximately 15–20% CONUS travel, with potential for limited OCONUS travel depending on mission needs.

The pay range for this position in California is $100,000/year to $150,000/year; however, base pay offered may vary depending on established government contract wages, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
