MTSI is seeking an IT Systems Engineer who will play a pivotal role in supporting a digital transformation initiative in collaboration with our client, NASIC, located at Wright-Patterson AFB in Dayton, OH. In this position, you will be responsible for contributing to the comprehensive design and implementations of OPIR Mission capabilities across
multiple mission threads.

ROLE AND RESPONSIBILITIES*

Your key responsibilities will include developing or enhancement of features, activities necessary for security, testing, configuration control, delivery, documentation, packaging, and integration. Additionally, you may also work assisting in the selection process, installation, and configuration of tools used for essential functions such as
patch management, backups, anti-virus measures, logging, and security scanning. Furthermore, your role will extend to providing support and maintenance for diverse environments and components.

The ideal candidate for this role should exhibit both autonomy in their work and an aptitude for unraveling intricate issues. A penchant for problem-solving and the ability to guide others in resolving their IT challenges are essential traits. Additionally, an adaptability to sudden shifts in tasks is crucial. An optimal candidate will boast a
broad spectrum of experience encompassing the installation, configuration, and administration of systems, both cloud-native and on-premise.

Responsibilities include:

• Maintain PIR software components, Geodatabases, and legacy Oracle platforms across multiple networks, including JWICS, SIPRnet, NIPRnet, StoneGhost, Tungsten, Zinc, and Commonwealth dissemination systems.
• Ensure continuous availability of user-facing Mission web software, including Information Management Services (IFS), PIR workflows, and PIR Baselines across classified and unclassified networks.
• Monitor, triage, and resolve issues using the Tungsten JIRA system. Collaborate with Subject Matter Experts (SMEs) to develop courses of action for problem resolution.
• Troubleshoot and maintain APIs, external interfaces, and PIR Catalog enhancements using Docker, Kubernetes, Kafka, DC/OS schedulers, and GitOps frameworks.
• Ensure readiness and availability of PIR Platform databases, using both relational and non-SQL databases for production operations.
• Implement and maintain configuration control of all software and hardware following DoD and PIR architecture procedures.
• Provide Tier 1 and Tier 2 technical support for incident and problem management, ensuring availability of software components with an objective Mean Time to Repair (MTTR) of less than 6 hours.
• Support data migration from legacy systems to replacement systems as identified by the Government.
• Collaborate with NASIC teams to develop and implement planned outages, updates, fixes, and patches with minimal disruptions to operations.
• Responsible for continuous improvement to the design and configuration of a unique and complex IT System.
• Responsible for engineering and implementation of various hardware and software solutions across various enclaves.
• Will be responsible for hardware, software, and network troubleshooting.
• Manage various operational IT systems.
• Lead integration efforts between applications and services (APIs, Data File Transfer, etc.).

QUALIFICATIONS AND EDUCATION REQUIREMENTS*

Educational Requirements:
• Bachelor’s degree in Information Technology, Software Engineering, Computer Science, or related technical field is preferred.
• NASIC may consider nationally recognized experts in lieu of degree requirements, with qualifications reviewed on a case-by-case basis.

Experience:
Required:
• 3–5 years of experience in software maintenance, cloud development, or systems administration within a DoD or Intelligence Community environment.
• Familiarity with Kubernetes, Docker, Kafka, and GitOps frameworks for software deployment and management.
• Experience maintaining and troubleshooting APIs, relational databases, and non-SQL databases.

• Background in managing software components across classified networks such as JWICS, SIPRnet, or Tungsten.

Desired Skills:
• Expertise in cloud development platforms with exposure to Kubernetes-based architecture and containers such as Docker.
• Hands-on experience in GitOps for continuous delivery pipelines and software integration.
• Working knowledge of Kafka for distributed streaming applications.

Skills and Certifications:
• DoDD 8140.01 (formerly DoD 8570) certification – e.g., CompTIA Security+, CISSP, or equivalent.
• Technical skills in cloud development, Kubernetes, Docker, Kafka, and GitOps.
• Proficient troubleshooting and analytical skills in high-pressure DoD environments.
• Familiarity with JIRA for incident tracking and resolution.
• Strong verbal and written communication skills for creating technical documentation, briefings, and reports.
