Responsibilities:
This position seeks a Program Manager for a dynamic IT organization. The successful candidate will be a versatile professional capable of expertly managing medium to complex IT projects and initiatives, with demonstrated experience in developing a Program Management Office (PMO). Familiarity with Department of the Air Force (DAF) policies, processes, and procedures to ensure project alignment within the existing IT governance framework is highly desirable.
The following activities may be accomplished individually or concurrently, depending on resource availability, bandwidth, and division priority.
Program Management Office (PMO) Example Activities:
The candidate shall possess experience with:
Organizational Skills:
- Creating project management standards.
- Supporting the development of and monitoring compliance with project management policies and procedures.
- Developing visual representations of the portfolio management process.
- Providing training and resources to project team members and other stakeholders.
- Supporting enterprise initiatives as a change agent and developing a comprehensive knowledge base.
Communication Skills:
- Supporting IT enterprise-level communications to articulate work, vision, benefits, and plans.
- Supporting the definition and visualization of key objectives.
Management & Reporting:
- Preparing reports, analyzing trends, and utilizing statistical skills for program performance, success measurement, and organizational highlights.
- Supporting business governance structures, streamlining processes, and developing repeatable procedures.
- Providing recommendations for criteria to measure IT program impact.
Special Initiatives:
- Managing an established centralized IT intake initiative process.
- Providing recommended approaches, idea generation, and facilitation.
- Cataloging and managing IT services and supporting efforts to standardize IT tools.
Project Management Example Activities:
- Managing medium to complex IT projects or initiatives, maintaining control over cost, schedule, scope, and risk.
- Ensuring alignment with business goals and user requirements.
- Collaborating with stakeholders, prioritizing features, and maintaining detailed documentation.
- Preparing leadership and stakeholder briefs on program and project status.
- Scheduling and coordinating program-level reviews.
- Organizing, documenting, and providing key takeaways/action items from meeting minutes.
- Updating status briefing slides and creating reports highlighting specific data areas.
- Creating checklists to manage existing processes.
- Developing and maintaining process and program documentation and desk procedures.
- Facilitating events, preparing materials, and tracking feedback.
- Developing communication materials for briefing stakeholders at all levels.
Required Skills:
- Strong communication skills.

- Comfort with executive-level briefing.
- Proficiency in the development and management of metrics to demonstrate project or program value to the organization.

- A technical background is a plus.
Experience (Preferred but not Mandatory):
- Workflow/case management system experience.
- Web portal with "self-service" experience.
- Requirements analysis experience.
- Experience with Google Workspace, Microsoft Office, and Lucid applications.
- Strong analytical and problem-solving capabilities.
- Familiarity with managing network, Wi-Fi infrastructure, and IT infrastructure projects.
- A mixed skillset (technical and program management) is preferable.
Knowledge of DAF Policy, Planning & Procedures (Plus):
- Knowledge and experience in frameworks such as ITIL, and the NIST Risk Management Framework (RMF) as implemented within the DoD (DoDI 8510.01).
- Knowledge of how critical systems in the DoD must be managed, including risk management, compliance enforcement against DoD standards, audit management, and aligning IT practices with mission objectives.

Other Requirements:
- 3-10 years of experience required
- Minimum of a Secret clearance required
The candidate should be located in the Dayton, OH area and is expected to report to a local site at least 2-3 times per week or as agreed with the Government Program Lead, depending on the project being worked.
