MTSI is seeking a Army Long Range Hypersonic Weapon (LRHW) Liaison Officer and Program Manager Representative onsite to the Navy Conventional Prompt Strike (CPS) Program, a common Hypersonic Weapon System across Services. This role serves as a critical liaison between the Army's Long Range Hypersonic Weapon (LRHW) program and the Navy's Conventional Prompt Strike (CPS) program, ensuring seamless integration and collaboration on a shared hypersonic weapon system. The selected candidate will act as the Army's representative, facilitating communication, program management support, and technical coordination across services to advance joint hypersonic capabilities.
Key Responsibilities:
- Primary responsibility for integration between the Army and Navy All Up Round and Common Hypersonic Glide Body teams.
- Promote collaboration between leadership, business office, and engineering functional teams.
- As an extension of Army, provide coordination between leadership and staff to facilitate program planning and execution to enable the timely flow of information and the synchronization between programs.
- Support the identification and resolution of issues across programs, participate in program evaluations and reviews, coordinate joint program actions and briefs, and support contract and funding actions.
- Co-Lead Army acquisition activities in support of follow-on contract proposal, technical evaluation, and defeminization efforts.
- Brief to upper levels of Army, Navy, and Office of the Secretary of Defense.
- Serve as the primary point of contact for Army LRHW interests within the Navy CPS program, attending meetings, briefings, and technical reviews onsite.
- Provide program management representation, including tracking milestones, risks, and deliverables for the common hypersonic weapon system.
- Facilitate inter-service collaboration, resolving issues related to requirements, testing, integration, and deployment.
- Prepare and deliver reports, presentations, and updates to Army leadership on CPS program progress and its alignment with LRHW objectives.
- Support technical evaluations, risk assessments, and resource allocation decisions.
- Ensure compliance with security protocols, classification guidelines, and joint service agreements.
- Coordinate with stakeholders from the Army, Navy, and other DoD entities to promote efficient program execution.
Required Qualifications
- Bachelor's degree in Engineering, Physics, Program Management, or a related field (Master's degree preferred).
- Active Secret security clearance capable of achieving a Top Secret.
- Demonstrated knowledge of hypersonic technology, including propulsion, guidance, and integration challenges.
- Experience in liaison roles between military services or with DoD acquisition programs.
- Strong communication skills, with the ability to brief senior leaders and technical teams.
- Ability to establish trusted relationships.
- Strong business and systems engineering acumen.
- Ability to resolve conflict and mediate a solution.
- Self-starter, with the ability to fill in where needed.
- Proficiency in program management tools (e.g., Microsoft Project, Jira) and familiarity with DoD acquisition processes (e.g., JCIDS, PPBE).
Preferred Qualifications
- Prior experience with Army LRHW or Navy CPS programs.
- Prior experience working for or with the Navy SSP and/or Lockheed Martin Space.
- Engineering degree.
- Experience with military culture.
- PMP or DAWIA Level III certification in Program Management.
- Technical expertise in aerospace engineering or systems engineering.
