MTSI is seeking a Joint Force Operations Planner with MTSI you will work as an integral member of a government/contractor team in support of our customer's operations organization. The team constructs, manages, and conducts discrete mission engineering and analysis study tasks to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new mission concepts of employment to meet evolving joint mission objectives. This position will be located in the Alexandria, VA area.

As a Joint Force Operations Planner with MTSI you will provide in-depth analysis in support of a OUSD R&E mission. This position will be in the National Capitol Region.
Your essential job functions will include but may not be limited to:
  • Aid in the development and execution of Mission Engineering Studies, similar to wargames and tabletop exercises (TTXs) at the strategic and operational level.
  • Consult on the application, understanding, and experience with warfighting disciplines, COA analysis, strategy development, and organizational processes and procedures to craft wargames that allow participants to inform plans, examine assumptions, and build stakeholder relationships.
  • Support planning through advice on potential threat actors and their impact on military operations, government, and commercial activities.
  • Collaborate within the team to develop CONOP/CONEMPs, metrics to measure mission success, and assist the team in understanding operational activities
  • Coordinate with the Warfighter, Joint Staff, and Service Intelligence Centers to support ongoing and future operations.

Responsibilities:
·      Generate system and system-of-system concept of operations, concept of employment, and requirements documentation.
·      Coordinate with Combatant Commands, Service Intelligence Centers, the Intelligence Community, and future force planners to review and receive feedback on scenarios, vignettes, CONOPs/CONEMPs, and metrics the team develops.
·      Prepare products incorporating information relevant to the issue, comparing alternative solutions, and taking into consideration the strategic implications of the alternative courses of action (Products may be in the form of information papers, background papers, decision papers, or briefings).
·      Work with MBSE architecture and modeling & simulation teams to help correctly capture the operational to tactical tasks from the vignettes in the various analysis tools.
·      Your work will encompass advanced systems, such as command, control, and communication elements and data processing systems.
·      Ability to understand and previous familiarity with DoD Joint Force Development
·      Familiar with Service force structure (Army, Navy, Air Force, Space Force, Marine Corps)
·      Ability to simplify complex DoD concepts and provide succinct overviews in logical briefing material or discussions
·      Coordinate and communicate (verbally and/or in writing) with every echelon of DoD.
·      Support issue with relevant process development; DoD planning, programming, budgeting, and execution (PPBE), military manpower and force structure decision papers; and operational and contingency mission actions.

Qualifications:
  • Minimum 3+ years of experience in strategic writing.
  • Minimum 3+ years CCMD staff, Joint Staff, or Service Staff experience.
  • Bachelor's Degree required
  • Development of Concept of Operations, Concept of Employment, and Intelligence Threat Briefs
  • In-depth understanding of the Department of Defense (DoD) and the United States Intelligence Community (USIC)
  • Must have good analytic skills and the ability to apply them in a multi-tasking environment where more than one project may require his/her participation at any given time
  • This position will require a strong ability and willingness to work in a team environment
  • Candidates must possess and demonstrate proven communication skills – written and verbal
  • Must be a motivated self-starter who can work both independently and in a collaborative team environment, often with minimal guidance and within rigid timelines

Desired Skills:
  • Experience with Model-Based Systems Engineering or Modeling and Simulation
  • Highly preferred JSCP and/or GFMAP build experience
·      Experience as a Combatant Command or Joint Staff J5 or J3 Contingency or Campaign Planner
·      Experience in a leadership role, including OPT Lead or Battle Rhythm Event Lead, in Major Staff Exercises
·      Graduate of an Advanced Warfare Planning School
·      Graduate of SAMS, SAW, JAWS, MAWS, or SAAS

Education Requirements:
·      Bachelor’s degree

Clearance Requirements:
  • Active Top Secret clearance with SCI Eligibility.
  • U.S. Citizenship is required for this position.
